You can evade(meant piloting, not ability) the scout using distortion field for a few second and then kill him when the ability expires. It's not only scouts I'm referring to. But it's not as easy to just avoid them, because when there are other people around, you'll onæy have so much time to kill the target using DF, but you can't.
