Vice Commandant cartel packs a sign of things to come?

So these new packs are 320 CC and only offer 4 items, 1 of which is a rare. The Enforcer's offers 6 items, 2 of which are rare at the same cost. Am I missing anything here or are these getting even more restrictive and still playing the RNG game?

 

The packs seem to be all I want to spend my monthly CC on since I don't need anything else but these new packs are a dog.

Don't forget that one of the rares will often end up being a three second consumable too.

So yeah, I'd say it's a sign of things to come.
