Though, like the star forge, it is a galaxy changing facility. The major differences being that the foundry is not powered by draining power directly from a star and is not a ship making facility, opposed to the star forge, who could make both ships and droids. Lore states that the empire knew of three stations matching Rakatan specifications. The Star Forge, The Foundry and another facility that was able to xenoform entire worlds. I cannot find any reference to three star forges. As for Malgus, he used the Foundry to make an army of droids, which also explains where those game-changing droids went.
