Just that I was playing an alt recently who didn;t seem to have those abilities. I would have though that a legacy skill would, you know, be open up to the other members of my legacy? Global unlocks are applied to your entire legacy (like the GTN kiosk on your ship, the mail/repair droid, rocket boost etc) Character Perks are only applied to the character you buy them for.
