Because both Crit and Damage are important for Scrappers, we can't just go all-in on Power (unlike Mars/Sents). Moreover, because of our +9% cunning buff, the cunning augs become even more important than just the power ones. If you work out the math, a full set of Power augs gives you something like +50 damage (I don't remember the exact math). The Cunning augs gives you +50 Crit and +40 damage; a net loss of only 10 damage for 50 crit. Again, the math is slightly different, but those are the important differences that I remember.
