Unfortunately it is the way the mesh is attached to the animated object, in this case the face and mouth of the toon. Since it is treated as an addition to the current mesh instead of a separate object joined but unattached it will be effected by all movement...all armor acts this way. You will notice it most on face and shoulder pieces.
