Best part is its purely cosmetic, and would not create any possible imbalance in gameplay. 2. No. You see, that kind of thing is true Sandbox, and won't ever happen (thankfully). I will say this though: the U.I. color should be different according to faction—blue for republic, red for empire. 2.
