Im kinda new to Vanguard myself, Im probably gonna end up using one of these two builds myself. They're fundamentally the same, except the first has points in the top 2 tiers of Shield Specialist while the second puts the points into Tactics, and the choice of 2 points in Rebraced Armor or Defensive Measures. Still not sure which one Ill pick myself, I guess it will depend on my experience in PVP while leveling.

In pvp, the points are absolutely more valuable in Defensive Measures. An extra stun and a situational stun are far more valuable than a few % points of reduction against kinetic and energy, especially seeing as the majority of player attacks are tech.
