In fact many of the threads in the past have been that Assault always has to pay 3 ammo for it's "spammable" attack it unlocks. The fact is it's not for spamming. It's an 18 second Dot, spamming it would be the height of idiocy (if they keep cleansing it you're in trouble either way).
