I completely agree. Basic attack damage at level 1 is pretty good with Bolster, and if they work as a team they'll do fine. Let's start being able to queue for warzones at level 1, level 10 is too long of a wait! Same goes to Lv1. What is your logic to limit it at Lv10 then? You get a good 3 abilities upon character creation, and basic attacks are quite respectable with Bolster.
