Unless you amend your post to say "For alts after you have reached Legacy unlock"... then yes, all characters made afterwards should be allowed to learn Sprint (and speeder training) earlier than new players. Barring that, if anyone feels the need for the slower "walk" speed, the run ability should be given immediately on character creation at level 1. I fail to see any rational reason why the ability to "run" should be withheld until a toon hits a certain level. That doesn't make sense to me.
