So is that the only mission that ever comes from the pop bounty board? Win a warzone?

I am confused on how these work. Can you only get a bounty once per day? I got the quest to win a warzone, won, then came back, turned in my quest at the bounty board, and then it wouldn't let me get a new one. Is there a limit to when and at what level you can get missions? I am currently a level 20. Thanks
