There is no Lieutenant Xorem on Ord Mantell, who gives the Victims of War quest, so that quest cannot be completed. There is only a quest icon and the name of the lieutenant, but his figure is missing. I took a screenshot https://ibb.co/F3h6BRc. This bug has already been discussed before in the topic https://forums.swtor.com/topic/904700-victim-of-war-lieutenant-xorem-not-appearing/, but that topic is closed. This bug is on all my characters (8) and on the new one, which I specially created for testing.
I created a ticket, but so far no response to it (#39167527).
