As of 16 Apr 23, bug is definitely still a problem. After an hour of repeatedly trying the solutions in this thread: https://forums.swtor.com/topic/918110-cargo-loader-bug-in-the-imperial-manaan-story-requires-players-to-zone-out/ I finally got it to work by clicking on the console then moving back just as the induction ends.

Enjoyed an hour of struggling with this bug - teleporting to the fleet, a stronghold, logging out and in, etc. Finally used this - right click, move away, and it worked. No idea how. But thanks - would never have tried it without this forum thread!
