It's a question of priority, not visibility.
Do we fix this game breaking bug? Or that clipping issue?
And before you say "they shouldn't have made the bug in the first place" you should understand that this is a very large team...If someone designs a quest with a specific animation, and then one of the animators polishes up the animation it might not fit with the scene anymore, so that bug free quest gets broken by someone who has nothing to do with the quest's construction.
At the end of the day, there are thousands of bugs to fix and never enough time to fix them, that's why this industry is littered with overtime problems.
