Why can scoundrel's just be a short range class and be able to use the shotgun as a normal weapon with abilities to match, at least then you will see them in PVP and then be able to be used in a lil more aggressive role

Hi, I am level 26 Scoundrel and just a quick question about using the shotgun, does it get more versatile as you rank up or is it only used as a back blast ability? Is there a stage that you can use it as a normal weapon (aka shooting from the front and sides while moving, and just not behind them) ? Thanks
