I can't answer your questions on whether it would be a good move or not, but i can give you some additional information that may help you make your own choice on it. I had characters moved to The Bastion (Aussie player, got reshuffled there when AU servers went down), and at times both pub/imp fleets at their lowest were at 15/16 online. Meanwhile i made a character on The Harbinger and have not seen pub fleet drop below 50 in its quietest time (usually 100+). I can't answer for Imp side as i'm redownloading the game atm to be able to check. I transferred the rest of my chars over here myself as i liked having the higher pop for GTN/just the place feeling alive/group stuff later/chats.
