sorry if this was asked before, but why is the Harbinger offline?

i understand the idea of transfering characters, but being a guild leader with 350+ members i find that merging servers would be easier. why not just combined the low populated servers. i have met alot of good people on my server. i dont want to have to start over a new guild and work my way back to where i am now.

I understand there will be server transfers, since im a guild leader on a low server already would it not be better to combine low populated servers for us who have made a good foundation on them?
