The low repair costs were originally a bug where the price was based of the shell and not the mods inside it. This repair cost spike was the result of them fixing it.

I actually noticed it randomly on my Agent's ship when I noticed one of the chairs I had mouseover'ed highlighted. Needless to say my Agent finally got to take a new long sit in the nice ship he has.
