When you have the kind of resources that EA and Bioware have, it is a simple proposition. I work with huge systems for a living. I am in the process of migrating 500TB of data from the west coast to the east coast. Half a dozen applications. Thousands of active users. SWTOR is nowhere nearly as complex as that.
We are talking a couple of SQL tables. Character table. Item table. Guild table. Create a couple of views, maybe a cursor or two. Take a week to test it and then let it fly.
Anyone who believes that transferring a character from one server to another is difficult has no idea what they are talking about.
Forget the guilds. Make the guilds reform. How hard is it to go to the guild vendor and create a new guild? Send out invites to people as they transfer in and your guild is back together.
Seriously. This is a basic IT challenge. These problems have been solved over, and over and over again. Data migrations are not rocket science. You define your dataset, create a migration tool, debug the process and you're done. I've been doing this for 15 years. I'm sure Bioware / EA has people on staff who have done it before. If they don't, well... that's just incompetence. If I were a shareholder, I would be bringing a lawsuit right about now. They have some of the best intellectual property in all of geekdom, and they can't monetize it? It hints at serious incompetence among management.
