Solved it... The charger was the wrong.. With the correct one I get around 40 FPS with High settings on.. Thanks everybody.

I already tried to go the CCC panel which is the one my card uses and Applied everything in there and nothing.. When I run the game it feels like if my laptop does the minimum, you know, it does not heat up nor I hear like its working more..

Yes I get the same feeling, I already did all of these and nothing.. I'm getting a bit desperate..

Interesting, I did some research and for SWTOR I should be getting a decent gameplay and FPS.
