You are not saying that this is not broken. (Although I know you think you are.) You are saying the odds are too short. It should be more difficult to get schematics from reverse engineering stuffs. I agree with you. As long as crafted items were made more competetive with looted drops / purchased items. What is the point of having an incredibly difficult to get schematic for something nobody wants?
I'm just trying to address an imbalance in the game. The game is intended for this to be a 20% chance. There clearly is a bug in there somewhere. (Unless you blindly agree with the tooltip, rather than checking the maths yourself.) I agree certain areas of the game are far too easy - basic levelling for a start, xp and cash through WZ's, etc. But that does not mean that because some things are far too easy, we should ignore the things that are far harder than intended. Exactly the opposite. If this vital part of crafting isn't adressed, what should be a massive part of the game will continue to be unused, make the game less fun, make more people unsubscribe and the servers even emptier than they currently are.
