I don't think so...
At least, it would be BoL, because you can't actually craft it and give it to an alt...
It is confirmed by this TaitWatson's topic on bug report : http://www.swtor.com/community/showthread.php?t=870077
I don't have an hardcore gamer PC, but i can tell you that i'm 95% sure that yes, you will have sort of lags in grass type areas like Belsavis.
But like Xeres- says, without high shadow resolution, your game seems smoothier
As far as i know, SWTOR don't use more than 2 cores of your CPU, so i think your new CPU change nothing.
Maybe your new GPU allows you to run it in ultra, but your problem with open terrain planet is just because of the poor SWTOR's engine... i thing it changes nothing ^^
You can go to the SWTOR help forum : http://answers.ea.com/t5/STAR-WARS-The-Old-Republic/ct-p/star-wars-the-old-republic-en

You need to create a group of 4 persons to create a guild, and a small fee of 5.000 credits.
Go to the fleet, their is a NPC for that.
You can ask in general channel if you need help to create the group.
Also you can kick the 3 other members after the guild is created.
