Same thing happens to me, I'm still trying to do my Balmorra quests becuase I underlevel them, I do PvP all the time but no good exp for me.

Official forums are full of complaints, as people think that the devs will read your posts and change the game so its exactly what you want. While Unofficial forums are full of the Positive, because the game actually has little problems so there is nothing truly practical to complain about. Well, if people can't stand bugs, then maybe they shouldn't play an MMO, especially at launch.
