Discussed this in depth with one of my fellow guild mates and it would fix every single one of the DPS measurement disparities currently in the game
As we all know parsing on a dummy droid doesn't give a real world (static boss fight) evaluation of real DPS performance, as certain AC's have disadvantages, some more than others. (executes, burn phase talents, armour debuff etc)
This creates false scores that people judge the classes on. (Theory craft all you want xyz etc etc....)
My proposal is this, add a new type of Operations training dummy that has a set amount of hit points that deplete over time (as you deal damage), plus an armour debuff that is constantly active. Amount the total health pool to what a 3k parse could kill in 5 minutes as that is the ideal benchmark for a DPS class to be "viable" as people dub it. (even though actual boss DPS requirements are nowhere near 3k).
So naturally as players are parsing away, ALWAYS with an armour debuff active (6% more damage for those without it) and the ability to reach execute phase for the last 1.5/2 minute of the parse. This would give a true example of the damage per second the class can actually reach, which means pyro pt's and assassins for a start (most glaring examples of needing burn phase for big DPS) can get a factual good numbers parse, without the need for theory crafting or any of that malarkey
Classes with finishers would be able to get a real parse, and with semi boosting burn phase talents (such as 15% more on dots for lethality)
Straight forward, simple and effective solution. Just add it onto players ships and onto the fleets. Alternatively just add a toggle button next to the existing ops dummy to switch between standard (infinite health, no armour debuff) and health (with armour debuff) modes.
This would give all players the ability to get realistic parses regardless of their class types, and provide a solid ground of accurate data for the combat team and balance dev's to work with to scrub out any problems classes may currently have with any of their dps abilities or skill tree talents. (To get the dps balance in check!)
(This would also provide an option of a new legacy point for players to get this new dummy on all of their alt's ships, and just add it to the vanguard fleet ships by default)

(NOTE: Sunder abilities, shatter shot and grav round/tracer missile armour debuffs wouldnt stack ontop of the passive debuff on this dummy, as only 1 can be active at a time. However Grav round would have to be detected on the dummy so demo round gets the appropriate damage buffs (same for tracer and heatseeker missile), but without increasing the actual armour debuff value, that needs to be a fixed amount - solid 20%).
