You're talking out of your ***. WoW back in 2005 (When I started) required a VALID gametime card code, or credit card info. Same as every other major MMO I've played. As others have said...you don't billed, unless you have no CC, then you're required to purchase a GTC (Gametime Card). Once again..this is standard. I have to laugh at the stupidity in this thread. If the keystroke is physically being pressed...it's not illegal or detectable. If you're running an external program or script, that is however. With this threads logic....Bioware will magically know and ban you if you ask someone IRL to press spacebar for you.

No, there is no way at the moment to set your key bindings for EVERY character, you have to do it manually.

You seem awfully misguided and shortsighted on the issue. They refused to ship the game in the Oceanic region, to ensure a smoother launch...but they also did not want to IP lock those oceanic players as well. So...either someone somewhere made a bad decision. Or perhaps EA (Publisher) was restricting the launch and Bioware made the decision on to allow no IP lock to compensate for that. We'll never know the reasoning behind it. This issue doesn't rest on the shoulders of a community who've been a part of every other major MMO and online game from day one. So, you continue to be ignorant of the actual people responsible for the decisions made...or you can continue your shortsighted prejudice.
