I was very disappointed Pazaak was not in-game from the start. I half expected one of my companions aboard the ship to want to play Pazaak, much like Atton.

If nothing else it serves as a small-run test of their ability to run character transfers. They had issues that I assume have since been fixed so I'm sure character transfers for all can't be too far away.

I highly doubt that's the reason or that that's even the case. It would be a bit overpowered to stack two of the same buff. I'll just say a similar game doesn't allow two of the same buff to be stacked either.
