    Yes it's called a cover bar. Also I believe in one of the last patches they did add a feature to disable the cover bar or at least that's what I heard.

    You can't actually plan early access that far in advance. At 6 months prior to launch you most likely haven't done a serious stress test (Thanksgiving weekend was their big stress test). In 6 months you can gain/lose a large amount of pre-orders so you have no idea how many people you have to let in. Just because you're bitter that you're not in yet doesn't mean early access is going poorly.

    Are you sure they don't plan to increase the server limit as they allow more people in?
