Yea most likely it is worded wrong or they have some tricky mechanics behind it. See old abilities like shroud and dodge increase your chance to resist white or yellow damage by 200%. And new abilities like roll and dash increase your chance to resist any damage by 100%. Why?
Well I think that they just work differently, and old abilities are affected by accuracy, while the new ones not. I think they actually give 200% against zero accuracy, and with 100% accuracy it just leaves 100% resist. But if you have more than 100% accuracy, like 105% - shroud will have 5% to fail.
