Got a reply from Bioware on this issue, and they told me to complete my KOTFE and reset, which I'd already done, but to then complete Chapter IX the Alliance. I did that, and it still didn't work. This is really aggravating

Have this problem as well, completed the KOTFE chapter I had open, reset story mission, still can't get Jakarro

Resetting progress didn't help for me either
