Reasonable explanation for a pve skill. Thanks. I assumed tranq would be a debuff, most other CC's show an icon on target dont they?

Cheap Shot Instant Range: 4 m Deals a cheap shot to a vulnerable target, dealing 2197 - 2259 kinetic damage to weak and standard targets, and 1557 - 1619 kinetic damage to strong targets. Only usable on incapacitated targets. Just looking for some clarification on this skill. It only seems to work on a tranq'ed target if i have entered combat, if i just tranq and unstealth i cant cheap shot my target. Sometimes it will work on a mob that has been stunned, sometimes not. The most reliable way i've found is to knock enemies down with grenade and then cheap shot them. I have also been unable to use it in PVP, but my hectic unco button mashing when i get excited may have something to do with that. If anyone could explain exactly how this works i would be very grateful. Also, why does tranq not have a debuff icon??
