Just ran into this bug myself, and temporarily moving Utility Bar 1 let me get past it. Thanks for the info, it was really frustrating me.

One of the new legendary implants is +1 energy/second as long as you're in cover. Was the first one I picked up because I hate being energy starved too.

I don't know if this is everyone's reason for the issue of course, but. I had a story mode Flashpoint in my mission log, and was getting the same problem. (In my case the story mode was Secrets of the Enclave.) Once I cleared that out, Vet FPs resumed giving me progress for the weekly.
