First, these aren't hotfixes. Hotfixes are changes made to the program while the program is running. Since they had to bring the servers down, patch your client, patch the servers, this is a 'patch'. Whether you think the fixes are anything special or not is irrelevant.
Downtime maintenance isn't just for patches, it's for server maintenance, defragging, running system tests to ensure the hardware is running well, that sort of thing. And yes, WoW does this sort of thing most weeks. Some weeks they skip it because A: they've developed the program to such a degree that they don't need to run maintenance nearly as often, and B: they can hotfix a lot more stuff now than they could when they launched. When they launched WoW, they couldn't hotfix ANYTHING. Oh, and guess what? WoW does their maintenance on tuesday, right about the same time Swtor does too! Imagine that!
