No, it is a greed decision. Bioware/EA don't want to increase too much the number of servers because they know what happened to Warhammer. At launch, Warhammer had queues too, they opened a lot of new servers to suppress them. Guess what, 2 weeks after launch, when people began to have "normal" gaming session, the servers felt empty. Then, people whined because there wasn't anybody on their servers and quit.
Anybody who have a little experience in MMORPG knows that queues are normal at launch. We even want it because it means that down the lines the servers will have a healthy population. No queues at launch might be nice for 1 or 2 weeks, but after that it means the game is devoid of people to play with.
