You aren't getting 57 WP from datacrons, the max bonus is +40, and that's if you've gotten the +10 one from the fleet. The extra 17 you're seeing when you take off all your gear is from the +x% willpower skill we have. Edit: Sorry, didn't read your second post all the way through.

I received a pair of moddable bracers from a Treasure Hunting lockbox. They were Inquisitor specific.

I experienced this as well. I think either our group's DPS was too low, or the encounter is bugged somehow. Although it is possible there is some mechanic we were not aware of, but if there was, it wasn't apparent.
