I think at the very least after using your fleet pass and you are done at the fleet, there should be some kind of "exit fleet" button that takes you back to wherever you used your fleet pass from. This would cut down greatly on the time to and from the fleet which would help out travel times as well as the GTN. Currently, I only go to the fleet in between planets because it's such a pain to get there and back. If they really want to make the fleet the "hub" for your faction, they would make it a lot easier to get to/from it.
