For the charACter select screen, you can't (that annoys me, too).

In-game, open the interface editor and increase the Global Scale parameter (it's per-character, sadly, but if you're like me, your interface setup is shared among multiple characters(1)) to a value that suits you.  I use 1.4, but my 4K (3840x2160) screen is a 28-incher in the same location where my old 1920x1080 24-incher was, so it might not be right for you.

(1) Save the setup under a name you can remember, then load that setup on other characters.  If you later change it, and save it again under the same name, your other characters will automatically use it, because it's loaded from a file on your PC each time you load the character(2).  (It more or less has to be that way.)

(2) The setting "Use the interface called 'MyNiceInterface'" is saved on the server, which is useful if you have multiple PCs with different screen setups.
