One thing BioWare/Broadsword could do if they merged the NA servers onto a single AWS is to triple the allowed slots to 300. That would allow people with 100 Alts per server to keep them & allow you to buy up to another 100 slots if you were so inclined. It’s not like an AWS wouldn’t be able to handle the numbers. 

But there is one thing I think people are forgetting. All the games servers will probably just be geolocated on 3 AWS  servers (if they do APAC too).

Satele & Star Forge would be on the same server hardware as seperate virtual servers, like seperate instances. It would probably cost the same as merging them into one. And because they are just instances on the same hardware, it wouldn’t be hard to have cross server queues for SS & SF for flash points, operations or PvP. It would be the same for the European servers too.

So there really wouldn’t be any need or reason to merge them if they can do cross server for group content queues at the local AWS regional server level.
