I usually save Quell for healers and and while it interrupts their heal they are able to cast a heal immediately. Now I realize they have multiple heals, but I find it highly unlikely that everyone I have used it on immediately realizes they are locked and and use a different healing ability. Anyone else notice this? Well they got multiple heals with cooldown and 1 spammable. Try to interrupt spammable one and hope other heals is on cooldown.
