Granted also, the Empire derives much of its efficiency and stability from the Sith. Nevertheless, true-blood Sith seem to have a predilection for cruelty for its own sake... which can be a liability. One must not shrink from inflicting pain or death on others, but one must know when it is necessary, and when other tactics might better serve the cause.
