We should be necessarily 4 and everyone must have the quest. If there is anyone interested PM in game (Reiko Tano) or leave a message here and I'll contact you back. I looked in the forums before posting and i was sure all 4 must have it, happy to be wrong. np, its still an effort to find 3 ppl but the fact that they dont have to have the mission is crucial.
