While you definitively dont have the same potential as a sorc for pvp, they can be pretty fun. Correctly reading who is about to get focused is key to dealing with burst tough. If they are not focusing tough, you can easily keep a team up with the powerful aoe heals the class has. I overall have a lot more fun healing on my operative than my sorc, which I mostly dps on.
