If they made it so your dot heals for a flat 3% of health, and made it so the dot applied on energy burst gave 3% per tick giving a total of 12% heals back over the duration of the dot. If they combined that with the same energy Sheild utility mercs have, they would be back in the meta. Additionally they should give tank spec some sort of passive heals. Maybe energy burst heals for 75% of the damage it absorbs over the duration as well as putting Riot Gas back to what it was, and maybe 1 more cool down, like a 1 min 30 second CD 5 charges lasting 15 seconds each time your hit with those charges up they reduce the hit by 5k each For plasma make things cost less cells and hit slightly harder.
