That's the sort of detailed change info that game makers usually don't mention in the run-up to an expansion release. That said, I wouldn't expect that aspect of PvP to change. (So you have one(*) gear set, but it only takes damage in non-PvP stuff.) (*) Sort of, for large values of one.
