The terms for qualifying were rather spesific: ** To qualify for the HK-55 Bonus Chapter, the account must continuously be in active Subscription status between January 11 - August 1, 2016. Seeing as I have had at least one (I think maybe even two) break of several days in my subscription this year, I obviously should not have access to this mission. I haven't attempted the mission, though it does show up in my mission log and I do have an in-game email saying I have access. Link to comment Share on other sites More sharing options...

It contains the official answer as to why that person did, indeed, qualify for the chapter. Perhaps your situation is similar. You could always get in touch with CS to make sure.
