I have raised tickets regarding this one, and ended up in a, umm, "frank and honest" discussion with one of the customer service team leads. While I get the impression that it is technically possible for CSRs to manually advance the quest line (Note, nobody has admitted that they CAN do this), some of the reasons given for not doing it suggest that it is possible but that it can either potentially break the player record in one of the back end databases resulting in the swtor developer needing to take time away from coding new items for the Cartel Market to fix the problem, or it can lead to other players demanding the same option for much less convincing reasons (leading to more Dev time spent on non-Cartel Market items). Bottom line is that BIoware have to draw a line somewhere, and while it would be really helpful for the CSRs to be able to bump that quest line onward to the next step, they either cannot or will not.
