Expensive and the absurd power requirements, that and producing radiation which could kill the user. Imperial officers did use them as did Stormtrooper Commanders, but regular Stormtroopers found them rather pointless due to these issues. They were also used sometimes by Special Forces, but as a general battlefield use? They weren't worth the effort to use to supply.
