This decision starts the conflict between Arcann and Vaylin that we will see escalate as the story progresses. Everything else is droids including the skytroopers. The eternal fleet is run my Gemini who is related in some way to Scorpio. Perhaps at the final battle with Arcann, he is about to die, asks for help from Vaylin and she simply walks away.
