We did, but both Peirce and 4X are of personalities that would work better recruited by their own factions. The same people and even planets show up far more frequently than makes sense given the size of the galaxy. Star Wars does not, I think, aspire to a realistic sense of scale. Or realism generally. They are recruited only by their own factions. Republic characters cannot recruit Pierce (don't even get an alert for him), and Imperials cannot recruit 4X.
