Dammit I have no clue on this. Mainly cause the soft-CCd targets tend to be away from the group we're currently killing, so Plasmatize/Scorch has to go to the closest enemy (who tends to not be CCd because of all the AoE we're packing). I'd guess it goes to the closest target every time, ignoring CC, but if you're AoEing mobs down you're probably better off dragging them away from the CCd targets anyway.
